Background: In today's era, education is recognized as one of the most important pillars of sustainable development, playing a key role in improving the quality of human resources and enhancing societal productivity. However, many educational and developmental programs in this field, due to their sole focus on the transfer of limited knowledge and skills, have not been able to fully achieve the goals of human resource development. In this regard, the Human Resource Development Model with a Self-Development Approach has emerged as an innovative solution. It aims to bring about a fundamental transformation in the educational system by focusing on individual empowerment, enhancing self-learning and self-improvement skills, and fostering a sense of self-reliance among learners.
Aims: The objective of this study is to design a Human Resource Development Model with a Self-Development Approach for the employees of the Department of Education and the seven districts of the Mashhad Education and Training Organization.
Methods: This mixed-method study follows an exploratory sequential design, utilizing both qualitative and quantitative approaches. Given that the research consists of two phases, in the qualitative phase, the statistical population included 25 directors and deputy directors of the Khorasan Provincial Department of Education, and a census method was used due to the limited size of the population. In the quantitative phase, the population included all employees of the Khorasan Razavi Department of Education and the seven districts of Mashhad's Department of Education, totaling 770 individuals. The sample size was determined using Morgan’s table, selecting 260 participants through stratified random sampling. The Delphi method was used for the qualitative section, while structural equation modeling (SEM) was employed for the quantitative section.
Results: The qualitative findings indicated that human resource development encompasses four dimensions: career development, performance development, talent management, and enabling processes, with 17 components: education, teamwork, organizational skills, career path, interpersonal relationships, communication, innovation, leadership, responsibility, flexibility, recruitment, improvement, retention, meaningfulness, having choice, effectiveness, and participation. The quantitative results confirmed the validity (AVE), reliability (CR), and model fit (GOF) of the developed model.
Conclusion: The results demonstrate that the Human Resource Development Model with a Self-Development Approach can effectively enhance the quality of education and the competencies of students in Mashhad's education system. This model, by strengthening self-awareness, self-reliance, and leadership skills, provides a suitable framework for nurturing dynamic and efficient human resources in society.
